President’s Budget Overview Backs

$28 Billion in
Small Business Credit for FY 2010

WASHINGTON – President Barack Obama’s

FY 2010 Budget Overview offers full
support for the U.S. Small Business Administration’s credit programs,
authorizing SBA to support loan guarantees of $28 billion to small businesses.

The FY 2010 Budget Overview provides a broad outline of the President’s
budget priorities, including an appropriation for SBA of approximately $700
million.  The full budget proposal with account level appropriation details is
scheduled for release in April.

The spending cited in the broad proposal would be in addition to the $730
million funding provided for SBA credit programs in the recently enacted
Recovery Act.  That Act – for which most spending is targeted for use in 2009
and 2010 – authorizes SBA to raise guarantee percentages on some SBA loans
to 90 percent, temporarily reduce fees on SBA-backed loans, expand funding
for Microloans, and raise the maximum size of SBA-guaranteed surety bonds.

The bill outlines maximum authorization levels for SBA credit programs well
above current demand for those programs.  It sets a maximum of $17.5 billion
for SBA’s 7(a) General Business Loan Guarantee program, $7.5 billion for the
504 Certified Development Company Loan program, $3 billion for the Small
Business Investment Company debenture program and $25 million for the
Microloan program. 

The bill also provides for $1.1 billion in direct disaster loans and provides for
the launch of a pilot program to test the use of SBA-guaranteed loans as part
of the agency’s response to disaster declarations.

Aside from those credit provisions, the proposal:
• sustains funding for the agency’s technical assistance and training programs
• improves federal contracting data and continues reviews of small business
size standards to help improve targeting of federal contracting opportunities
for small businesses
• modernizes core agency information systems, streamlines loan processes and
enhances human capital resources

The Budget Overview also includes the Obama Administration’s Small Business
and Community Bank Lending Initiative to expand small business credit
availability and affordability by unfreezing secondary markets for small business
loans as part of the larger plan to revive the flow of credit in the economy.

SBA Teams with Dun & Bradstreet to Provide Small
Business Owners with Credit Management Resources

WASHINGTON – Small business owners now have a new small business
resource to help improve their chances for profitability by understanding the
importance and use of business credit.  The U.S. Small Business Administration
today launched a series of training resources designed to help small business
owners manage their business credit.

The SBA and Dun & Bradstreet (D&B) have joined together in a nationwide
partnership to give small business owners valuable step-by-step guidance on
how to proactively manage their business credit.  With the training resources,
small business owners are advised to take the following five smart steps to
establish and maintain a positive business credit file:

Step One:  Start a business credit file – To establish business credit, business
owners may need to obtain a D-U-N-S® Number, a unique business
identification number, to begin to establish a credit file as soon as they start
their business.

Step Two:  Establish a credit history – Business owners should put all
expenses in their business name and use a commercial bank account to pay
bills, rather than using personal funds.  This approach will allow business
owners to build a history of payment behavior that will help establish favorable
credit terms.

Step Three:  Pay bills on time – Commercial credit scores are influenced by
paying bills on time as well as other factors, such as outstanding debts and
company revenues. 

Step Four:  Monitor and understand their business credit file – Business owners
should monitor their credit file before any change occurs that might affect
relationships with suppliers, customers and banks. 

Step Five:  Monitor customer and supplier credit – Business owners can
improve cash flow by knowing the credit standing of business partners before
agreeing to payment terms.

The training resources include an online Webinar, CD-ROMs, informational
brochures and other resources on how to properly establish and protect
business credit.  Resources and information are available on the SBA’s Web
site at  www.sba.gov 

The resources are currently available in English, with Spanish translations
becoming available in mid-2008. 

“Both the SBA and Dun & Bradstreet have a long history of experience in
working with small businesses to maximize their business success,” said SBA
Administrator Steve Preston. “These are five smart and easy steps that any
small business can implement to establish and maintain good business credit
and protect their businesses.”

D&B has worked with business leaders for more than 165 years to provide
critical insight and tools to foster growth and protect their businesses.  “This
new partnership between the SBA and D&B will help small business owners
optimize their business credit profile, which can potentially lower costs of
credit and improve cash flow,” said David Kieselstein, Senior Vice President,
Small Business, D&B.

WASHINGTON – The U.S. Small Business Administration today announced steps
to increase federal contracting opportunities for women-owned small
businesses (WOSB).  The agency submitted this week a comprehensive new rule
for interagency review and anticipates its publication in coming months.

“Submitting the rule for interagency review is an important step forward in
the rule-making process,” SBA Administrator Steve Preston said. “The SBA
continues to work to increase federal contracting opportunities for women-
owned small businesses through stronger accountability and transparency for
federal agencies, better technology tools to help contracting agencies find
the right women-owned business, and strong support from the agency’s
district offices.”

In April of this year, SBA submitted for interagency review a draft final
rule outlining the agency’s certification and protest procedures.  In
addition, SBA has completed analysis of the RAND Corporation’s report on
the share of government contracts procured by WOSBs in various industries.

The new proposed rule is a necessary step, as SBA made substantial changes
to the certification rule submitted earlier.  By including the RAND report
analysis and amendments based on public comments regarding the previous
rule, the agency drafted a new, comprehensive rule.  As required under the
Administrative Procedures Act and relevant Executive Orders, the agency
submitted the rule for interagency review prior to its release for public
comment as a proposed rule.

Meanwhile, SBA has implemented significant new initiatives to increase
small business access to government contracts.  This summer, it instituted
a semi-annual Scorecard, which reports on federal procuring agencies’
progress toward small business contracting goals, including the 5 percent
goal for women-owned small businesses.

In addition, there are many resources currently available nationwide to
assist WOSBs seek contracts at federal agencies, such as Small Business
Development Centers, Women Business Centers, SCORE, Procurement Technical
Assistance Centers and the Office of Small Disadvantaged Business
Utilization Centers.

SBA’s Executive team is committed to continuing to increase federal
contracting dollars to WOSBs.  Over the last several years, WOSBs have been
winning an increasingly greater share of federal procurement dollars.
Contracts to WOSB accounted for $11.6 billion in FY06 and 3.4 percent of
federal procurement, an increase of $1.4 billion or 0.3 percent from FY
2005.

How does Niel approach the bidding process?  He cites three key points:

  1. Know your capabilities. Work to your strengths and don't over-promise.  Be sure you have associates that can help you in the areas where you could use backup.

  2. Ask questions before submitting a formal bid. This helps weed out "tire kickers" and provides you with a firm basis for a bid that the client can accept.

  3. Don't be afraid to enter the bidding process.  The key is to understand the client's needs and customize your bid. The more you bid on the right type of projects, the greater your chances of success.
